It was delivered by the manufacturer in November 1991 into the turmoil and disturbances of the Somali Civil War, with the collapse of the Central Government of President Siad Barré, which was declared as no longer effective and also caused the Central Bank of Somalia to no longer function. The notes were then seized by United Somali Congress (USC) interim President Ali Mahdi Mohamed, whose Army and supporters were referred to as "Mogadishu Northern Forces", where these notes continued to circulate in the areas under their control (i.e. north and around Mogadishu). Later, in 2000, a further amount of unauthorized N-Shilin/New Shillings banknotes were imported to Somalia by businessmen.
